The City of Thousand Oaks Civic Arts Plaza Master Plan, led by RRM, involves the comprehensive renovation and redevelopment of the 17-acre Thousand Oaks Civic Arts Center as the anchor of a new downtown district stretching approximately 1 mile along the Thousand Oaks Boulevard corridor. RRM was commissioned by the City of Thousand Oaks to analyze potential physical, regulatory, and site constraints affecting the City’s goals, refine the project program and design, develop an implementation and phasing strategy to accomplish the project. Detailed survey site, and economic assessments have led to significant refinements in the conceptual design, ensuring project viability, optimizing the design and functionality of buildings and public spaces. Key elements include new vehicular and emergency access road network, the preservation of mature protected oak trees, a new City Hall, the adaptive reuse of the existing City Hall facilities into commercial retail and institutional space, construction of mixed-use structures with approximately 200 residential units and over 30,000 sf of commercial retail and restaurant space. The program will also include educational and cultural arts uses, indoor and outdoor public spaces for special events and recreation, and enhancing the area’s cultural and social fabric.

The focus is on creating a vibrant downtown environment with improved connectivity and versatile public gathering spaces. This project showcases RRM’s broad and technical expertise with all considerations affecting the viability of a project and its design, from high-level land use considerations to detailed structural and geotechnical engineering analysis, and our ability to establish a framework for implementation over the short and long term.
