The Woodlands Specific Plan and the “butterfly effect”

The butterfly effect is a term used in the Chaos Theory to describe how a small, seemingly insignificant action in a non – linear system can bring about significant changes elsewhere in that system. In the world of planning, the Woodlands Specific Plan can be said to be the result of the butterfly effect in more ways than one. While working on a large Specific Plan (The Black Lake Specific Plan) on the Nipomo Mesa in San Luis Obispo County, RRM was charged with finding other large land holders that may be interested in contributing to a Land Use Element Update being required by the County.
